Program Used: Paint Shop Pro X6 but any PSP should work.

650X650 New Image Canvas-Transparent BKgrnd

Open your tube of choice
Copy & Paste  Resize & Position in center toward bottom of canvas

Open KBK_SeaStar 139
Copy &Paste to bottom of canvas Resize & Position to the center of your canvas. Then adjust your tube layer as you wish.

Open KBK_SeaStar 72
Copy & Paste to layer just above tube layer.  Resize & Position to fit the bottom right corner of tube layer or to your desire.

Open KBK_SeaStar 9
Copy & Paste to top layer. Resize & Position to  center.

Open KBK_SeaStar 46
Copy & Paste to layer just below tube layer. Resize & Position off to right side center.

Open KBK_SeaStar 95
Copy & Paste to layer just above tube layer.. Resize & Position to bottom right side of canvas.

Open KBK_SeaStar 87
Copy & Paste to layer just below tube layer. Resize & Position Rotate and add to center right side of your work or as you wish. (Duplicate) Flip Horizontal ctrl+M and resize and arrange to your liking.

Open KBK_SeaStar 46
Copy & Paste to bottom layer. Resize & Poissition to left side of your work. I then Flipped it Horizontal by pressing ctrl+M.

Open KBK_SeaStar 112
Copy & Paste to layer just below frame layer. Resize & Position just a little off to left of tube. Flip Horizontal ctrl+M.

Open KBK_SeaStar 44
Copy & Paste to layer just above SeaStar 112 layer.Resize & Position off to right lower corner.

Open KBK_SeaStar 91
Copy & Paste to layer just above SeaStar 44 layer. Resize & Position off to left bottom of tube layer as you wish.

Open KBK_SeaStar 69
Copy & Paste to layer just below SeaStar 91 layer. Resize & Position to left side bottom of your work.

Open KBK_SeaStar 88
Copy& Paste to layer just below tube layer. Resize & Position of to left bottom of your work or as you wish.

Open KBK_SeaStar 8
Copy & Paste to top layer. Resize & Position to bottom left as I have done or add to your desire.

Copy & Paste to top layer. Resize & Position to bottom right corner.

Open KBK_SeaStar 63
Copy & Paste to layer just above tower layer. Resize & Position to left side center.

Open KBK_SeaStar Paper 6
Copy & Paste on bottom layer (Duplicate) Flip Horizontal ctrl+M
Resize to fit frame layer.

Then add mask of choice
Mask I used is called RR_MaskSet_2_1

Font used DexteraTrial Size 18

Vertical: 2  Horizontal: 2  Opacity: 45  Blur: 14.00

Make sure to save your work then you are finished.
